i read somewhere that if you get some cum and rub it on your neck then spray some of your favorite perfume over it you’ll attract men but make some women aggressive towards you. is it true?

No. The only study about anything close is pheromones, a chemical signal that triggers a natural response in another member of the same species.
But it is crap. If you are out, just like animals in the wild, and have LOADS of pheromones yourself. Putting them out in the air, even if it excites them, they will still go to another if they are around.
Pour an ounce on yourself, lock both of you in a sealed room, that would be the only way for it to work guaranteed.
